Whatever else it may lack, Scottish education is not short of problems. Some have been with us since the days when our school system was the envy of the world; even in their heyday in the 18th and 19th centuries, parish schools were hampered by lack of funds, frequently disorganised, and enforced rote learning through often brutal discipline. At the other end of the scale,, standards of learning (and teaching) in our universities were at best uneven, so that it was sometimes seriously questioned whether they were really much more than secondary schools. But some of the problems are new, or at least appear in a new guise - the difficulty of maintaining even present levels of service in the face of government-imposed cuts, problems of staffing a shrinking system with declining school rolls, or the effect on pupils' morale when one school-leaver in three is unable to find permanent work.
