Balmy Hartways was, in a word, balmy. His real first name was Lionel, but he was fond of practical jokes, so much so that people began to think he was off his rocker, in a word, balmy.

His best friend was also a Lionel. That is, Lionel Anstruther Tracington Cornboise. The two Lionel's loved Hilda Cressnal, but she had opted to marry the balmy one. And then he was found murdered in a train tunnel and Cornboise was one of those suspected. Nothing could be proven, and it faded away, only to be picked up many years later by Scotland Yard's cold case detectives in the Department of Dead Ends.

PS - a starting-handle is the lever used in the early part of the 20th century to crank a car to get it started. In North America, it was called a crank.
